Zolotukhin: Ukraine Needs Systemic Management Decisions in Cybersecurity Field
On 5 June 2018, a discussion panel on the state’s policy in the field of cybersecurity (so-called policy talks) took place within the framework of the international forum Cyber Defence Congress 2K18 in Kyiv. The event was co-organized by the Ministry of Information Policy in Ukraine.
In his opening remarks, the Deputy Minister of Information Policy of Ukraine, Dmytro Zolotukhin, stressed the need to take into account international experience in order to find effective management decisions in terms of developing the national cybersecurity system.
“We have no problems with modern technologies or qualified specialists. The key problem is finding the right management decisions. It is the cybersecurity field that more than others require the systemic and comprehensive approach involving bodies of state power, international partners, business and the civil society,” he stated.
The Deputy Minister highlighted the urgent need for creating professional communities where all interested structures could effectively communicate and exchange experience.
The event was attended by OSCE representatives, people’s deputies of Ukraine, security officers, entrepreneurs, and members of NGOs.
The participants discussed the projects on developing the potential of Ukrainian state structures in the cybersecurity field, employing the private sector resources, cooperating with donor organizations, adjusting the laws and regulations, improving social literacy, protecting critical infrastructure facilities, etc.
Earlier, on 26 April 2018, a scientific round table titled ‘Cybersecurity Within the System of National Security of Ukraine: Key Areas of Development’, co-organized by the Ministry of Information Policy of Ukraine, was held at Mariupol State University.
