Zolotukhin: Debunking Not a Key Method of Countering Disinformation
On 11 April 2018, Dmytro Zolotukhin, the Deputy Minister of Information Policy of Ukraine, met with students of Kyiv-Mohyla School of Journalism.
Speaking about the fight against Russian propaganda in Europe, Zolotukhin noted: “The word propaganda, in fact, does not convey the crux of the phenomenon we are facing; there is a complex of information operations being carried out by Russian security services. The term itself appeared on the media, which use it for its convenience and brevity of conveying information.”
The Deputy Minister also explained why debunking disinformation is not the kay method of countering it: “From the standpoint of communication practice, the scheme of debunking any fake is rather complex for perception by wide audiences and is assessed in positive terms only by experts or consumers particularly interested in such content. Given that, as well as the scarcity of resources, furthering one’s own narrative is far more effective.”
Earlier, on 27 February 2018, Dmytro Zolotukhin participated in an expert discussion on combatting fake news and disinformation online, organized by Mariya Gabriel, the European Commissioner for Digital Economy and Society, where he presented the official position of the Ministry regarding countering information threats.
