MIP Presents Its Vision of StratCom System Development in Security and Defence Fields
On 11 December 2017, Dmytro Zolotukhin, the Deputy Minister of Information Policy of Ukraine, presented his report ‘Legislative Vulnerabilities in the Field of Countering Hybrid and Information Threats. Ukraine’s Experience’ within the framework of a two-day workshop on strategic communications, set up by the NATO Information and Documentation Centre in Kyiv.
Dmytro Zolotukhin presented his vision of the development of the strategic communications system in the security and defence field, as well as MIP’s role in this process.
“The implementation of Ukraine’s Information Security Doctrine stipulates that MIP is obliged to deal with the establishment and coordination of the strategic communications system in the field of central bodies of the executive power. This system should be created by involving all parties concerned and with the support of leading experts in the stratcom area. In particular, the experience of NATO as Ukraine’s strategic partner is important in applying strategic communication to countering hybrid threats,” said the Deputy Minister.
The workshop was attended by officials from the majority of Ukrainian power-wielding agencies.
It should be recalled that in late November 2017, Dmytro Zolotukhin presented Ukraine’s experience in drafting information legislation to EU and NATO member states at the closed workshop Hybrid CoE ‘Resilient Legislation’, devoted to legislative vacuums in the information field in terms of hybrid threats to democracies.
