MIP: Public Broadcaster Must Receive Full Funding
On July 6, a press conference "Underfunding of the Public Broadcaster – Threat to Its Independence and Effectiveness", organized by the Supervisory Council of the PAC "PBCU" with the assistance of the project by the Council of Europe "Strengthening Freedom of the Media and Establishing a Public Broadcasting System in Ukraine", was held at the "Ukrinform" information agency.
According to Morten Enberg, Head of the Office of the Council of Europe in Ukraine, the independence of public broadcasters is attained by means of independent management, independent editorial policy, and appropriate funding.
"The assistance by the Council of Europe on establishing a proper public broadcaster in Ukraine according to the valid law was and is the key priority of the Council's activity," he stressed.
Tetiana Lebedieva, Head of the Supervisory Council of the PAC "PBCU", underscored the importance of the full funding of the Public Broadcaster.
"Though some might think the issue of the funding of the PBCU is ministerial, in our opinion, it is of the national importance, since the establishment of the Public Broadcaster is one of the most important reforms drawing Ukraine nearer to the club of civilized countries, so literally the whole world is watching how the reform is being carried out," she added.
Lebedieva also noted that all the assistance that the MIP had promised to the Public Broadcaster had been provided, and thanked, in particular, Minister Yurii Stets for this.
Artem Bidenko, MIP's State Secretary, said, "The Minister assured that he would further the issue of the full funding of the Public Broadcaster in the Government. Actually, this is what is happening now.
"So, everything that the Broadcaster has to receive according to the valid law has to be paid to the last cent. The Prime Minister has recently made the same statement," he added.
The participants of the event were: Morten Enberg, Head of the Office of the Council of Europe in Ukraine; Tetiana Lebedieva, Head of the Supervisory Council of the PAC "PBCU"; Artem Bidenko, State Secretary of the Ministry of Information Policy of Ukraine; Zurab Alasania, Chairman of the PAC "PBCU"' Bohdan Chervak, First Deputy Head of the State Committee for Television and Radio-Broadcasting of Ukraine' Ihor Rozkladai, main expert of the Reanimation Package of Reform group on the media reform, as well as other members of the Supervisory Council of the PAC "PBCU".
It is recalled that in November 2016 Prime Minister of Ukraine Volodymyr Hroisman ordered Yurii Stets, Minister of Information Policy, to remove threats to the establishment of the public broadcasting in Ukraine.
