MIP position on the decision of the NSDC of Ukraine to ban Russian social networks and internet resources

15 May, 2017, the President of Ukraine signed Decree No. 133/2017 "Оn the decision of the National Security and Defence Council of Ukraine of 28 April 2017 on "On the Imposition of Personal Special Economic and Other Restrictive Measures (Sanctions)".

Note, that the resources identified in the document, such as "VKontakte", "Odnoklassniki", "Yandex", "Mair.ru Group" and others, are not included in the list that the working group at MIP, under the direction of the Deputy Minister Dmytro Zolotukhin, has worked on, and has reviewed by the Expert board of the department, and then transfer to SSU.

Meanwhile, at the meeting of the National Security and Defence Council of Ukraine on 28 April 2017, its members were provided with a list of facts and arguments in support of the application of sanctions to the Russian social networks.

The State Secretary of MIP, Artem Bidenko: "The Ministry of information policy of Ukraine consistently considers freedom of expression to be a key value and is doing its most to protect the media and journalists. At the same time, considering the given facts and concern for the security of the country, the decision of the NSDC corresponds to the challenges that the state faces today in respect of territorial integrity and social protection. Resources such as "VKontakte", "Odnoklassniki", "Yandex", "Mair.ru Group" have been used by the Russian special services as an instrument of hybrid warfare for a long time.
