On December 2, 2014, based on the Resolution of Verkhovna Rada of Ukraine "On staffing of the Cabinet of Ministers of Ukraine", Yurii Stets was appointed as the Minister of Information Policy of Ukraine
"On Formation of Composition of the Cabinet of Ukraine".
The Regulation on MIP was publicly discussed with people’s deputies, professional associations, and public organizations. Furthermore, the Committee on Freedom of Speech and Information Policy of Verkhovna Rada of Ukraine (VRU), Committee on Security and Defense of VRU, and media lawyers also provided their proposals. The final document was submitted for consideration to the Cabinet of Ministers of Ukraine. The Regulation was ratified by the State Committee on Television and Radio Broadcasting of Ukraine, Ministry of Finance, Ministry of Economy, and Ministry of Justice.
The Cabinet of Ministers of Ukraine endorsed the Resolution "On Activity of the Ministry of Information Policy of Ukraine" on January 14, 2015, establishing the Ministry of Information Policy of Ukraine and approving the corresponding Regulation.
In accordance with the Regulation, the MIP is the main body of the central executive power system in the field of safeguarding information sovereignty of Ukraine, in particular in terms of distribution of socially important information inside and outside Ukraine, as well as providing functioning of the state information resources.

The Ministry of Information Policy of Ukraine is based solely on the principles of freedom of speech and thought, protection of citizens' rights to express their position. A Public Council will be created under the MIP in the nearest future, which would be composed of NGO and media representatives, and media experts. The council will be responsible for the supervision of the Ministry.
The key objectives of the MIP are approved in the Government Action Programme and set forth in the Coalition Agreement signed by five parliamentary factions of the Verkhovna Rada of Ukraine. These objectives are:
• develop strategies for information policy of Ukraine and the concept of information security;
• coordinate government agencies in matters of communication and information dissemination;
• counteraction to informational aggression by Russia.
